Akhirnya tugas itu telah selesai, beban yang selama ini masih menggantung lepas sudah. Memang tugas ini bukan tugas yang terakhir, ku yakin, tapi setidaknya satu tugas telah berakhir dan tugas yang lain telah menanti.

Analisis Rasio Keuangan Pada APBD Kabupaten Wonsobo Tahun 2002-2005, itulah akhirnya judul tugas akhir yang kupilih. Judul itu terpilih berdasarkan pada keinginan untuk mengetahui kemampuan Pemerintah Kabupaten Wonosobo dalam mengelola keuangannya, dengan pendekatan traditional budgeting dan performance budgeting, dengan menggunakan analisis rasio keuangan untuk periode tahun 2002-2005. Penggunaan pendekatan yang berbeda dikarenakan untuk periode sebelum tahun 2004 Pemerintah Kabupaten Wonosobo masih menggunakan format APBD dengan pendekatan tradisional sehingga analisis yang dilakukan adalah menggunakan traditional budgeting. Sedangkan mulai tahun 2004 Pemerintah Kabupaten Wonosobo telah menggunakan pendekatan kinerja dalam pelaporan keuangannya (terdiri dari Laporan APBD, Nota Perhitungan APBD, Laporan Aliran Kas, dan Neraca Daerah) sehingga memungkinkan dilakukannya analisis dengan pendekatan performance budgeting untuk tahun 2004 dst.

Alat analisis yang digunakan yaitu pengembangan rasio-rasio keuangan terhadap laporan keuangan pemerintah daerah. Rasio-rasio yang dikembangkan untuk periode tahun 2002-2003 adalah Rasio Kemandirian, Rasio Efektifitas, Rasio Efisiensi, Rasio Aktivitas, Debt Service Coverage Ratio (DSCR), dan Rasio Pertumbuhan Pendaatan dan Pengeluaran. Sedangkan untuk tahun 2004-2005 dilakukan analisis dengan menggunakan Risk Analysis (Posisi Kas, Quick Ratio, Qurrent Ratio), Rasio Pengukuran Pendapatan Atas Total Aset (menggunakan ROA), Revenue Measure (Kemandirian Pendapatan, Short Term Investment Income), Expenditure Measure (Belanja Aparatur dan Belanja Pelayanan Publik).

Alhamdulillah, selesai sudah...
